Department Objectives:
The China Vehicle Certification, Homologation and Regulations function provides a number business critical functions which ultimately enable vehicle importation and registrations. The primary objectives of this department, aligned with those of the UK’s Global Automotive Safety, Regulations, Compliance & Homologation department are:
• Provide timely regulatory information from PRC.
• Engage with regulators to assist in formulation of regulations and standards affecting the automotive industry
• Support ACEA through active participation in working groups and forums to influence political thinking and outcome of regulatory determinations.
• Plan and agree certification requirements with Chinese Compliance Authorities for every vehicle programme and model year
• Plan and execute certification programmes in collaboration with the UK ASO and Engineering teams ensuring delivery to support Start of Sales activities in PRC
• Provide the JLR corporate interface to Chinese authorities with respect to vehicle regulatory and compliance activities which includes AQSIQ, CNCA, MIIT, CQC, CIQ and others
• Coordinate and host testing in the UK with the UK for UK based witnessed testing including organisation of Chinese Government agency engineers
• Act as the compliance conscience for the Jaguar Land Rover in China helping ensure that vehicle programmes remain compliant.
• Resolve certification based compliance issues with Chinese Authorities ensuring unimpeded vehicle importation.

The Role & Key Responsibilities:
• Focusing on the development of Chinese Homologation & Regulation Department, this position is responsible for:
• Monitoring of Websites for new publication of proposed or final regulations, advisories standards and other such communications and co-ordinate any necessary communication of new requirements. These may originate from AQSIQ, CNCA, CQC, MEP, NTCAS or other body.
• Develop & maintain document management system for existing regulatory requirements and newly published regulations, standards & notices.
• Review, distribute and archive ACEA, and other Industry forums documents obtained and actively liaise with ASO & Emissions teams in UK regarding updates.
• Commission translation from Chinese into English of any QC/T & GB/T Standards deemed necessary and not currently available in English.
• Collaborate with JLR UK to develop responses to Chinese automotive regulatory proposals and liaise locally with JLR China regulation team to ensure submission of response in line with stated deadlines.
• Co-ordinate reviews and approval of Chinese specific vehicle compliance and information labels, owner literature and other owner based texts required to meet or comply with Chinese regulatory requirements.
• Support Regulation Liaison Meetings and Global Technical Regulation reviews. Particularly those relating to ELV (End of Life Vehicle), Noise, EMC, Fuel & Air Quality.
• Establish and maintain a list of current and future legislative requirements regarding Chinese regulations & standards and liaise with certification teams regarding related timing.

• Liaise with CATARC to agree content of monthly newsletter.
• Develop & maintain departmental processes and procedures covering regulations business.

Skills, experience and qualifications required:
• Degree, preferably in Automotive Engineering.
• Some knowledge and experience of vehicle construction and systems.
• Some experience in a vehicle legislative function involving interpretation of legislation and / or knowledge of vehicle CCC certification would be an advantage but is not essential.
• Ability to read and understand regulatory texts required.
• Ability to focus and lead continuous improvements and opportunities.
• Excellent interpersonal skills and the ability to present complex information to all levels within the business.
• Fluent English both oral and written.
• Able to operate standard office software packages.
• Proven technical and non-technical written skills.
• Full Passport & driving license needed.
